Here's what I see on the following os/browser combinations when accessing www.msn.com(not mymsn) without using Live ID to sign on
to Live. Note: Silverlight is installed(and I suspect may be required)

XpSP3/IE8 - new msn page(titled preview, with a link for the above(tour)
VistaSp2/IE7 - old msn page
Windows7/IE8 - old msn page

Same old same old :)
..been like that for quite some time and one of the reasons I've previously suggested considering my.live.com as an alternate for
msn.com and my.msn.com(easier to configure, doesn't disappear[reported by others], and for me preferred to Live ID sign on MyMSn)

While none of us can predict the future, my.live.com continues to be ad free.

I have been getting that page on and off for the last month or so. When the new page
opens for me and if I close it and re-open it I will get the old MSN page instead
and the old page will stick until I reboot. Once rebooted and when trying to open it
I still get the old page. But I can open the page later in the day and the new one
will pop up. On and on it goes like this for the last month for me anyway

I'm still seeing it consistent with what I noted earlier, though I agree it's not absolute since there are other possible/different
iterations of os/browser and IE privacy settings.
