A few possibilities where this has been seen in the past.

Multiple failures logging on(yourself, email software, someone else trying to use your account) with an incorrect password.

Have you tried resetting your password ? Did you provide an alternate email address for such purposes ?

You can't do anything except wait or use the password reset function. To use the
password reset function you need to have set up and alternate email address to
receive the confirmation link at or configured the secret questions for the
account.

I have already done that through the hotmail support, but I am still get the same message You've tried to sign in too many times with an incorrect e-mail address or password. (Frustrating that all of the support issues ask you to log in, when that IS the issue.)

Is there a time period I should wait before trying again?

I am being locked-out of my Hotmail account! The error message is ?You've tried to sign in too many times with an incorrect email address or password.?. I was able to change password through alternative e-mail account but still could not login with new password. It's been more than 24 hours since the password change & I am still locked-out due to excessive login attempts. Seems like if the hacker doesn?t stop trying to login, I will forever be locked out of my Hotmail account. This is a clever way to create Denial of Service on any Hotmail Account!

Please assist.

Help and support for Windows Live Hotmail (and other Windows Live programs and
services) can be found at http://windowslivehelp.com
Sorry to read that you are having problems with your Hotmail account.
I don’t work for Microsoft or Hotmail, but am a fellow user. Only Hotmail
Support can assist you if the usual password reset means do not work.
If you cannot reset the password through the usual means, see this page for
information on how to get help with it:
https://windowslivehelp.com/solution.aspx?solutionid=bf5d34bf-db28-44ca-ac9a-93838d81b2d6
There is a form to use that Support will act on, but it can take more than a day
for them to deal with it. Be sure to enter both the account you cannot access
and another account where they can reach you. Once you regain access to the
account be sure to set an alternate email address and secret questions and
answers for account security at http://account.live.com

You may also want to review this post:

Support can assist you if the usual password reset means do not work.
If you cannot reset the password through the usual means, see this page for
https://windowslivehelp.com/solution.aspx?solutionid=bf5d34bf-db28-44ca-ac9a-93838d81b2d6
There is a form to use that Support will act on, but it can take more than a day
for them to deal with it. Be sure to enter both the account you cannot access
and another account where they can reach you. Once you regain access to the
account be sure to set an alternate email address and secret questions and
answers for account security at http://account.live.com

Normally, I'd tell you that you have a problem with your account and steer you
to the reset process. However, since it works on one PC, but not another,
perhaps you have CAPS LOCK on as passwords are case sensitive.
Note that you posted to a dead newsgroups *and* you used all CAPS to post.

Your account is temporarily unavailable
You've tried to sign in too many times to this account. A temporary
delay helps prevent people from trying to guess your password.
Click Cancel and sign in later, or reset your password now.
Reset your password.

A few possibilities where this has been seen in the past.
Multiple failures logging on(yourself, email software, someone else =
trying to use your account) with an incorrect password.
Have you tried resetting your password ? Did you provide an alternate =
email address for such purposes ?

You can't do anything except wait or use the password reset function. To use the
password reset function you need to have set up and alternate email address to
receive the confirmation link at or configured the secret questions for the
account.

I have the same problem!
I have not set an alternative email address in my hotmail account. So how
long do I have to wait until I can sign in?
Thanks!

It can be up to 24 hours, but it may be less.
And, as soon as you regain access, set up an alternate email address and the
secret questions at http://account.live.com
