MSN Install

I have a poster in a foreign newsgroup who has the following issue.

Windows XP Home SP2 all updates installed

He is having an issue opening the newest MSN which he downloaded and installed on
his system. The install went off without a hitch and it created the necessary msn
icon on the desktop and all the files needed in Explorer. He rebooted as was asked
and when clicking on the MSN icon it does not open as in the msn file in Program
files in Explorer. Nothing at all happens. He can bring up the Properties of the
icon which shows as normal but msn will not open

The above was apparently repeated 2 times.(uninstall\Install)

I have no idea what to say to him since I did not have MSN on my system since
version 5.2

Hello, Peter. By latest MSN, what are we referring to? What country is the
person in? MSN Internet Access and MSN Premium are only available in limited
markets and a subscription is required to use any 9.x version. Where was it
downloaded from?

Does MSN Explorer work following the install?
Are you a MSN subscriber?
If you successfully install MSN Explorer 9.x, you should be at version 9.6 and
it would also include the installation of the latest Windows Live Messenger. The
old Windows Live Messenger is no longer allowed to be used and won't connect you
to the service.

MSN Subscribers typically use MSN Explorer and they also use Windows Live
Messenger - in fact the latter is a required component.
Since you posted here, I assumed you were talking about MSN Explorer and the
integration with Windows Live Messenger.

Since you're talking about the latter and not at all about MSN Explorer, you
should post to this newsgroup instead:
