Connection Problems with MSN Exmplorer

I have Windows XP Professional with Service Pack 3, and I had problems with
my MSN Explorer. It no longer seemed to connect so I could view my email. So
I had my operating system reinstalled. I am trying to install MSN Explorer
and I get the chance to select that I have an already established internet, I
select the region (united states) and then I get to enter my email and
password. After I have done this I click Next and I get the following message:

We are unable to connect to the sign-up service and cannot continue. Either
the sign-up servers are temporarily unavailable or you were disconnected from
the internet. If you were disconnected, reconnect, and then restart this
wizard.

I can open IE 8 and browse the web with no issues, I can ping the web too,
so my connection is still alive. I have evern tried turning off my anti virus
/ firewall to see if I need to establish an exception for MSN. Please advise!
