As you post using a ***@att.net alias, one assumes you're not an MSN
Premium or MSN dial-up subscriber.
...Prior to 7 April 2010, I have not had any problems connecting to
www.msn.com.
Any chance that KB980182, IE8, and/or WinXP SP3 was installed on 07 Apr-10?
...I should note that I was able to successfully
connect to http://home.live.com/.
Is Windows Live Mail and/or Windows Live Messenger installed and were you
signed in to a Live ID when you attempted to access www.msn.com? IOW, have
you tried signing out of all Live IDs before attempting to access
www.msn.com?

Alternately, you could try the clean-boot troubleshooting:

I have a Dell Dimension 8200 computer with Windows XP Pro (SP3) with all
of
the MS suggested security updates and IE 8. I also have Malwarebyte
AntiMalware, ESET NOD32 Antivirus, and Spywareblaster installed on my
computer. Prior to 7 April 2010, I have not had any problems connecting
to
www.msn.com.
When I try to connect to MSN, the home page will come up for a second or
two, then disappear, and then appear again. This blinking back and forth
will
go on for approximately 7 to 8 seconds and then a dialog box will come up
most times
saying something to the effect that this operation will stop and was
unable
to connect to this web page. As a quick trouble shooting effort, I then
connected to al least ten other different web pages and was successful
without any problems. As of today, still do not have any problems
connecting
to other web sites, other than msn.com.
Yesterday, I decided to contact MS Internet tech support (terrible phone
connection) but did not have any luck working with them. Basically IE
tech
had
me reset IE but this did not help. He also asked me (with some
trepidation
on my part) to disable the Antivirus program while connected to the
Internet. We also placed my computer in Safe Mode with Internet
Connection
but still no luck in connecting to msn.com, same problem. He then
suggested
that I uninstall IE 8 so as to go back to the prior IE version, but I
declined since I have not had any problems up until the last two days and
did not want to possibly create more problems. I suspect that the problem
is with the MS servers. I should note that I was able to successfully
connect to http://home.live.com/. I should also note that I have
disabled
all add-ons.
I would very much appreciate any help and solving my computer problem, Sam

PA Bear, many thanks for the additional information. Regarding your email,

a. You are correct, I am not a paying MSN subscriber.

b. IE8 was installed in January 2010 and WinXP SP3 was installed shortly
after it was released by MS.

c. Each time I tried to access MSN, I was not signed in to any MSN web
page.

d. I don't know why I did not think of this before, but after reading
the information you mentioned about clean booting, I decided to bootup in
the Administrator Account. While in this account, I did not have any
trouble accessing the MSN web site!! Does this mean that most likely I
have a corrupted account which I use daily? Should I go ahead a make
another new account and if so, how do I transfer my data from the existing
account to the new account?

Very much appreciate your help, Sam.

The above notwithstanding, MSN is in the process of rolling out a new,

PA, the following information is for your questions:

(1) I Add-Ons - I disabled all Add-Ons, rebooted and then tried the
msn.com connection, but had the same problem

(2) IE Advanced Reset - accomplished this with the MS tech and I checked
the MS reference you mentioned, and it was the same procedures we used.

(3) Prior to the install of IE8, I had shutdown screen saver, ESET NOD32,
and Malwarebyte AntiMalware. The only other security programs in operation
during the install was MS Firewall and SpywareBlaster. Also I was not
connected to the internet.

(4) Other Antivirus programs previously install on my computer.
Approximately a year ago, I changed from Symantec Antivirus to ESET NOD32.
During the uninstall and uninstall, did not experience any problems, and no
problems during subsequent operations.

Is it possible to install IE8 on top of the existing IE8 installation on my
computer and could that possible help??

Many thanks again, Sam

PA Bear, the following in response to your questions:

a. The Symantec Subscription was still valid when I removed it from my
computer to install ESET NOD32.

b. Norton Antivirus was preinstalled on my computer when I received it
new from Dell.

c. The Security Update (KB-980182) for IE8 was installed on my computer
on 3/31/2010.

Thanks, Sam.

I'm confused. In your previous post you referenced "Symantec Antivirus" and

Contact Symantec (or possibly Dell) Support to see if running the Norton
Removal Tool would have any effect on Symantec Livestate Recovery. If they
advise against running the utility, ask if you could reinstall Symantec
Livestate Recovery after running the utility?

Personally & professionally speaking, I wouldn't install any other
anti-virus application or security suite without first running the removal
tool, Sam.

MS MVP-IE, Mail, Security, Windows Client - since 2002
I have a Dell Dimension 8200 computer with Windows XP Pro (SP3)
with
all
of
the MS suggested security updates and IE 8. I also have Malwarebyte
AntiMalware, ESET NOD32 Antivirus, and Spywareblaster installed on my
computer. Prior to 7 April 2010, I have not had any problems connecting
to
www.msn.com.
When I try to connect to MSN, the home page will come up for a
second
or
two, then disappear, and then appear again. This blinking back
and
forth
will
go on for approximately 7 to 8 seconds and then a dialog box will
come
up
most times
saying something to the effect that this operation will stop and was
unable
to connect to this web page. As a quick trouble shooting effort,
I
then
connected to al least ten other different web pages and was successful
without any problems. As of today, still do not have any problems
connecting
to other web sites, other than msn.com.
Yesterday, I decided to contact MS Internet tech support (terrible phone
connection) but did not have any luck working with them.
Basically
IE
tech
had
me reset IE but this did not help. He also asked me (with some
trepidation
on my part) to disable the Antivirus program while connected to the
Internet. We also placed my computer in Safe Mode with Internet
Connection
but still no luck in connecting to msn.com, same problem. He then
suggested
that I uninstall IE 8 so as to go back to the prior IE version, but I
declined since I have not had any problems up until the last two
days
and
did not want to possibly create more problems. I suspect that the problem
is with the MS servers. I should note that I was able to successfully
connect to http://home.live.com/. I should also note that I have
disabled
all add-ons.
I would very much appreciate any help and solving my computer

Symantec Livestate Recovery isn't necessarily a Norton application.

The Norton Removal tool removes ALL Norton programs. The last time I ran
it, if I remember correctly, it listed all the programs it would remove
first and waited for your response so you can stop if you don't want all
removed.

Sorry for the confusion, as I meant Norton Antivirus all along. I had
initially wanted to use the Norton Removal tool when I removed the Norton
Antivirus program from my computer, but had some concerns in doing so
since I still have Symantec Livestate Recovery Desktop edition on my
computer. Was that concern misplaced? I can still run the Norton Removal
tool if you think it might help, and if so, should I temporarily remove
the ESET NOD32 program first before doing the removal process?
Thanks, Sam.

Norton Antivirus was preinstalled on my computer when I received it
new from Dell.
I'm confused. In your previous post you referenced "Symantec Antivirus"

Have you ever downloaded/run a utility named Norton Removal Tool?

During the uninstall and uninstall, did not experience any problems,

To PA Bear and Frank, many thanks for your efforts in trying to solve my MSN
problem. Regarding the Norton Removal Tool, I went to the web site this
morning and it apparently removes all Norton products as Frank has stated.
Since my computer is long in the tooth and appears to be working okay, and I
can log in to a msn account of http://home.live.com/, I am going to leave
everything as is since I will be getting a new computer next month.

PA Bear, you had asked about the MS Security Update (KB-980182) for IE8
which was installed on my computer on 3/31/2010. I generally accessed
msn.com around the 2nd or 3rd of each month, and had successfully connected
to msn.com in March and prior months. I should note that the following was
in the Windowsupdate.log file

"MicrosoftUpdate Success Content Install Installation successful and restart
required for the following update: Cumulative Security Update for Internet
Explorer 8 for Windows XP (KB980182)"

Again many thanks for all of your efforts in trying to solve my problem.

P.S. Out of curiosity, after I get my new computer up and running, I will
use the Norton Removal Tool and remove the Security Update for Internet
Explorer 8 for Windows XP (KB980182) to see if the old computer will connect
to msn.com

Avoid uninstalling KB980182, if at all possible!

First see if the behavior persists simply after running the removal tool.
If still no joy, you can try uninstalling KB980182, rebooting AND THEN
IMMEDIATELY REINSTALLING KB980182.
