all clients cannot send mails to Hotmail from our domain. our brightmail logs
status mention below;

421 RP-001 The mail server IP connecting to Windows Live Hotmail server has
exceeded the rate limit allowed. Reason for rate limitation is related to
IP/domain reputation problems. If you are not an email/network admin please
contact your E-mail/Internet Service Provider for help. Email/network admins,
please visit http://postmaster.live.com for email delivery information and
support.

please need to solve this issue

Did you follow the instructions in the response to contact your ISP if you are
an end user or to follow the link for support information as a nework admin/ISP?

The Hotmail servers have identified your mail server IP as a possible source
of spam. As such, Hotmail is not accepting messages from that IP for a
period of time (usually 24 hours).
